because he secretly took millions of dollars from russia to run a disinformation campaign in ukraine in order to install a putin puppet as president there before he was ousted and manafort had to flee tail between legs back to russia.

Ford pardoned Nixon for official misconduct.
Obama pardoned Oscar Lopez for his role in terrorist related attacks during the 50s and 60s....
and the most nepotist of all Bill Clinton pardoned his brother, Roger Clinton for a cocaine possession conviction from the 1980s.... he did it in his last day in office. same day he pardoned Marc Rich - for crimes committed in the 70s for which he was convicted in the 80s....
it has been done before and can be done again.
as long as Trump remains in office - he can and will pardon anybody who has shown loyalty to him.....
I think the only real requirement for a presidential pardon is to go through an approval process which requires the person to admit guilt.... once a presidential pardon goes through you get the record expunged permanently...
