When first giving rockwool a rinse, does the water need to be ph'd ?

No. Shake the water out gently. Then dunk in PH water at leave it for about 5-10 minutes.

Nice one bro, do I put a quarter strength feed in as well ? Am using for ilex by the way.

You can but it's not needed. I've done it both ways. No difference to me.
