No, he's not a terrorist because he wasn't trying to influence people or the government by his actions. That's the story we know today. He wasn't affiliated with anything or anybody so far as we know now. He was a mass murderer, committed evil and is despicable but his intent doesn't fit the description of a terrorist.Over 50 dead? Over 200 wounded at the most recent count?

On the other hand, if the same acts under the same circumstances had been committed by a person of Islamic faith, or a Black or Hispanic American, he would have been falsely called a terrorist by right wingers. Not because it's true but because right wingers don't care about the truth.
There are some strange details about his life that don't make sense. I'm pretty sure we'll know more about this in a week or so. Right now, just like in Orlando, the crime fits the description of a mass murder and not a terrorist act.
