Unpack it a little. Chicago is and has been Democratically controlled for some time. It has some of the strictest gun laws in the country. Citizens are murdering each other with firearms in record rates.

That only works on semi auto bolt carrier groups. Most ar's come with full auto bolt carrier groups.
It will work on a limited number of ar15s. Not very well at that either. It would fail quickly.
