Government does not have to assert an ownership claim, ownership is established at birth. At the signing of the live birth record the parents are given fiduciary responsibilities(custodial) in exchange for the LEGAL TITLE(DEED) of the newborn child. The child is then granted EQUITABLE TITLE in the form of social services.This is standard practice and in all cases the parents are pressumed to be aware of the contractual nature of the live birth record. This is why children can be taken without legal remedy due to aquiescence of ownership to the government.
