When the top is as big as the pot, like the biggest plant, it is the right time to pot up.
I would use at least one more pot size before going to 20L.

It's never really too early to transplant. When someone sprouts seeds using the paper towel method, it's technically transplanted when put in their new home. But, the less root system developed the more risk that something could go wrong. A general way to think about it is that the root system is around the same size as the plant is. I basically do the same thing as ANC. When the leaves reach the sides of their container, I transplant. That allows for a good root system, while not becoming root bound. But it's also ok to wait a little longer.

Thanks mate, 3 days after transplanting and they seem to be doing just fine

Bump, I’d like an answer to this myself too. If I transferred a seedling straight to its final pot what exactly is the risk?
For me the difference is in the way I water. If I put a seedling in a small pot it will need to be watered much more often than a seedling that I put into a 3 or 5 gallon pot. I like to make sure the soil is evenly wet when watering a small plant in a big pot and then wait for it to dry before watering again. In a 5 gallon pot that may be 10-14 days between watering until the plant fills in the pot with roots.

Those growing plants that are auto's will usually put a seedling directly into it's final pot.

If not growing auto's some are successful potting up, some are successful going straight to the final pot early.
