I'm pretty new, but without more information I don't think any accurate help can be given. From what I understand some strains can grow up to 3 times veg height. Also if you plan to blast them with 1000w of HPS would be different if you used a lower wattage HPS or LED or such. I'm sure if you provided a bit more info you'd get more seasoned growers to respond.

there are no rules to time to flower. depending upon your expectations you can flower from a seed to a tree.
my happiest plants seem to be the ones I allowed to show some sex in veg before flowering. But now with after generational cloning
I see sex days after roots show in some. if you can support a 4 foot tree and its needs then grow till plants are about 2 feet tall.

Cheers bro, I’m growing with one 600watt mh atm, I’m just getting impatient haha! I topped them about 5 days ago! I’ve got about 8 ft of ceiling height, first time I’ve grown from seed

Your plants look great. Good job. 
I'd let it go a week or two - you'd be surprised how much a healthy plant can grow in just a week. Good luck.

golden advice;
watering soil/promix for optimal soil health, growth, speed, vigor from seedling to harvest=
1)feel the weight of a new dry soil filled container (with functioning drains)
2) divide the soil volume by four, add this amount of water all at once to the top of the container(1galon soil needs 1 quart water)
3) feel the weight of a newly watered container.
4) when the container feels like #1 see #2
if transplanting do so before a watering, back fill, then repeat steps.

It’s just the top bit of coco that’s dry, that pots are quite heavy and are still full of moisture, would you dampen the top of the coco?

NO, I'm a fool in coco. I didnt know, was hoping it was soil/promix. ignore the suggestion unless in promix/soil.
