216V * 1.28A = 276W...If you turn the Io adjust pot all the way up that driver can output up to 1.28A (at least that is what the meanwell test report says: http://www.meanwell.com/webapp/product/search.aspx?prod=hlg-240h-c&pdf=SExHLTI0MEgtQzEwNTAtcnB0LnBkZg==&a=2) so that may be why you see 280W at the wall?
If your running six gen 6 citizen 1212 cobs then the forward voltage of each would be close to 35V at 1.28A (assuming a cob case temperature of 50c - the voltage would be lower at higher temps), also the output of the driver may be less than 1.28A when the pot is turned all the way up (there will be some variation between drivers) - the only way to be sure would be to measure it.216V * 1.28A = 276W...
But... 280W-276W = 4W... That is not 7% from 93% efficient driver.
Also another question... If I add another light on that driver (shows 280W MAX) to fully load it with V... it will be 280W or even more? Or better ask, driver shows 280W even if it's 90% full or 70% full?

So 280W from the wall is about what you would expect. The power input to the driver is related to the output load so it wouldn't draw 280W if it was only 70% loaded.
