There's always a surge no matter what it is, even your cellphone involves such a thing, and that applies to all electrical equipment.
It may not be as much as with HID or TL lights, but it is there.

HID is actually much worse on the surge because it takes a lot to get the arc up to temperature with HID, whereas the phosphorus in LEDs is much quicker. With HID, you are essentially turning a salt into plasma and that conversion costs energy.

I wasnt going to say anything an give away my tricks, but i too use the microwave tech, and the tails tech.
Take a silver dollar, tails side up in the microwave, and put your seeds on top of it in a damp paper towl. Microwave only 30 seconds on, rest 30 seconds, microwave 30 seconds. Repeat this 6 or 7 times for optimum results.
This can also be done with small plants to really trigger flowering and speed it up to a 35 day cycle.

I do the same thing, but I crumple foil under it and put a teaspoon of water in the bottom to help direct the waves to the seed.
