Unless you want to flower them starting at germination I'd just veg them normally and let them show sex in their own time.
I don't want to flower them to make buds just yet ... I was just wondering if they would try to flower out side on there own from seed with only getting 11 hours of direct sun light so I can see the sex
They would but then you have to reveg them which takes time away from veg and can also stress them enough to make them turn hermaphrodite.

So what would be a long enough length of daylight for them to go out safely
It really depends on where you are. A lot if times the days are long enough but the weather is still too cold or storm prone in the early part of the season. If you're in a place where you feel safe about it the best info will come from local garden shops.
The standard practice for commercial greenhouses growing other long night plants is usually just one hour of light a night. It definitely doesn't take much. A lot of weed growers in the equatorial Americas just use incandescents or CFLs.

So you're probably not too worried about weather forcing you to plant and you're probably not going to be able to ask your local gardening store when to plant weed outdoors in your local climate.
In my state we never hit sixteen hour days our longest day is 14 hours an 31 minutes an that is June 30 so what that mean for me that my plants will not be able to veg out side ???
Its the same here in Hawaii, our longest days are 13 hrs and 25 minutes. Majority of us just veg indoor and puts plants outside when its time to flower, or veg outdoor by having a light turn on for an hour or two in the middle of the night.
This can't be right cause I hear people up north putting there plants out in the summer to veg so how many hours of day light are they getting up there for them to not flower while they are out to veg ??? Some one please explain when I can pit my plant out from seen an they not flower I mean they are just breaking the ground how soon can a plant flower from seed
The further away from the equator the longer the day. It has to do with the wobble and tilt of the Earth.
That can't be right cause I looked at some of the cities in California that grow an there longest day is 14 hours an 52 minutes so what state has 16 hours of day light ???
Ok I get that but what I'm getting at is if I put my plants out with less then 16 hours of sun light he saying they are going to go into flower mode an our days aren't that much shorter then California what I was thinking was if I put my plants out as seedlings an my days are getting longer each day by a minute an forty two seconds each day wouldn't that keep it from flowering? ??
