This pertains to the state of Oregon.
Regarding becoming a commercial grower which is what you need to be to sell to dispensaries. It's much more complicated and expensive than most people think. If you're growing at home and think you'll get a license to sell your excess weed don't bother. It's not worth the cost to become licensed by OLCC if they would even license a home grow for commercial sales. You could perhaps find a small clientele of medical users. I think the requirements of that are different. I looked into it at one time but after reading the application for a producers license I quickly moved on.
In addition to this packet, you will also need to upload the following into the online licensing system:
A copy of a completed Land Use Compatibility Statement from the local government
A lease, deed, purchase documents, or other documents showing the applicant has legal access to the property.
A boundary sketch for the proposed premises and floorplans for all structures within the licensed area, as described in “Premises Map Instructions” form.
Documentation for each water source to be used such as a billing statement, contract, or Exempt Use form from the Oregon Water Resources Department:

Information on the structure of the business proposed to be licensed:
o A Marijuana Business Limited Liability Company (LLC) Questionnaire for any limited liability companies involved in your licensed business.
o A Marijuana Business Corporate Questionnaire for any corporate entities involved in your business.
o A Sole Proprietor/Other Entity form for any other persons or entities that will hold the license.
o A Marijuana Business Individual History form for each person identified as an applicant as required by the above questionnaires
(After submitting your application) Proof of successful test completion from Metrc for the Cannabis Tracking System (CTS) Once your application is accepted and assigned to an OLCC License Investigator, you may be required to submit additional information. Your license investigator will communicate any additional requirements for your application.

Be prepared to spend a significant amount of money just to get licensed with no assurance that you'll ever sell a single gram of weed to a dispensary. And with the price of weed in Oregon you could easily end up losing money.
