First Nations have treaty rights to produce and sell cigarettes tax-free on reserves.

Under Canadian law, if you don’t have status as an indigenous person, it's illegal to buy untaxed cigarettes.

These cigarettes are subject to provincial and federal taxes that usually represent about 70 per cent of the cost of the product — and for as many as 40 per cent of smokers in some parts of Ontario, the lure of cheap cigarettes is irresistible.

A carton of 200 full taxed cigarettes costs $100 or more most places in Canada. But on-reserve, W5 was able to buy cartons of untaxed cigarettes for as little as $15.

It may seem like a victimless crime, but police say contraband cigarettes are feeding a massive illegal industry run by organized crime groups, and the cost to the taxpayer is in the billions of dollars.

“For tobacco, we hear, just in tax evasion about a billion dollars alone in Ontario a year, and they say two to three billion in Canada per year,” said Chief Superintendent John Sullivan, who heads up the OPP’s Organized Crime Enforcement Bureau.

A 2016 investigation led by the Sûreté du Québec demonstrated just how large organized crime operations in contraband tobacco have gotten.

Dubbed ‘Project Mygale,’ the nearly two-year-long operation tracked raw tobacco that was purchased in the United States, smuggled into Canada at three separate border crossings, and turned into cigarettes at manufacturing plants on First Nations reserves in Ontario and Quebec.

“It was actually the largest investigation of cross border criminality we’ve ever made between Canada and the United States,” said Lieut. Patrick Condon.

Condon explained that the investigation identified 158 truckloads of raw tobacco smuggled into Canada. And the profits made by organized crime were enormous.

“You buy full trucks in the United States for about $80,000 U.S., and then if you’re able to smuggle it to Canada, you can sell it back for $300,000. That’s one truck,” said Condon. “The evidence shows that in two years they made more than $30 million in profit.”

W5 spoke to a trucker who’s been smuggling tobacco from North Carolina into Canada for the past 15 years.

“You know, they’re dangerous people,” said the man who W5 agreed to identify only as “Tony”, as he feared repercussions.

“Your heart’s pounding in your chest. It’s,’Is this, am I gonna make this load or am I gonna get shot in the process and thrown in the back of the trailer and dumped in a, in a landfill somewhere?’”

Tony estimates he drove up to a thousand 35,000-pound loads of raw tobacco across the border, and believes it all went to the black market.

“The size of this business is unbelievable. It’s like a hungry machine, it never stops.”

The taxes on tobacco are already insane. I used to smoke cigars more regularly and a cigar here starts at like $7 taxes right off the bat + markup. I wasn't going to pay that. I would have cigars shipped from the US and pay their prices of say $6 a Rocky Patel cigar in Florida vs about $25 here. I'd ship 3-4 times a year saving hundreds each time. Got tired of the government robbing me.

I've never been a tobacco user but have always thought the Government needs to fuck off with the " they control tobacco " idea. Same deal with liquor and fuel. Unfairly taxed to the point of robbery. Poor souls who willfully buy the stuff and get reamed for their loyalty. Why not just stop selling it? OH NO....way to lucrative. Not giving up that cash easily. They're scum....just like they way they sell lottery products to the stupid. Colored paper and glitter . Here buy a dream.....ya dumb fuck.
It goes way back in our history . The government long ago was taxing the fuck outta of this and that. They were in charge as they also had all the guns. That mentality of we own this product or that product has stuck on some things. So they still tax the livin shit outta all kinds of shit we have no choice on buying from anywhere but them.
It's pathetic and it needs to stop. Why don't they earn a living in some kind of honest way.?

A 41 year old Canadian man has admitted to smuggling thousands of pounds of marijuana into the United States from Canada through the Akwesasne Mohawk Indian Reservation.

Colin Stewart of Elgin, Quebec pleaded guilty in federal court in Syracuse to conspiracy to distribute marijuana.

The marijuana was distributed throughout the northeastern United States. Stewart admitted to organizing the smuggling, to the paying of co-conspirators, and to personally transporting thousands of pounds of marijuana across the St. Lawrence River from Canada into the United States.

The plea agreement calls for Stewart to serve 135 months in prison when he is sentenced on August 7.

2nd hand smoke hurts others. Due to all cancers etc that tobacco causes it also hurts others in the hip pocket.

Youd be correct if we didnt have socialized health care. So technically we all end up literally paying for your health care should you decide to smoke and give yourself cancer. Not so much closed door thinking as it is trying to keep tax payer spending low in the long run if its preventable.

I wounder what the real cost is considering the tobacco costs are 90% tax?

I bet it works outs , to be about par .

IDK were you live but people smoke in public everywhere....


Look I get it your trying to justify your habit. But lets be honest it is a bad habit. Not just for you but others. Hence why the bill to take nicotine out of tobacco would be fantastic. Even for your friends and family.
Not to mention the environment..smokers are terrible at littering. Butts are everywhere.

been on tobacco for 52 yrs...some folk are snowflakes...my doc was amazed at my chest x-rays and blood work...1.5 packs a day...15-24 beer a day for about 30 yrs...and cannabis for 45 yrs....yeah...you don't like 2nd hand smoke or beer...go live in a sphere.....lol...time to just accept folk do as they do...if not...hit the interwebs and bitch and moan...fukkin' snowflakes....my .02
