Severe problem with seedling

IMG-20180718-WA0015.jpg theirs something seriously wrong with this 3 week old seedling, temperature and humidity is correct, only been watering once a week with tap water, could it be some sort of parasite?

Could be the tap water, I've only used store bought distilled, and even that needs a touch of cal mag to get it to 6.4 ph to prevent lock out..

Leaves turning yellow at the bottom and working there way up could be from chlorine, which is pretty common in tap water

It would help if you gave the brand and type of soil. Some companies make a variety of different soil types.

I don't think the tap water is the problem.

My guess is the soil did not have the ability to continually feed that plant.

Give details on how much you added to the soil.

What % perlite, peat and worm castings did you add?
What soil was it exactly?

What soil was it exactly?
I'm thinking a feeding of a well balanced fertilizer would bring it back.
Something with blood meal for a fast acting Nitrogen would be what I would try to bring it back.
