Thats a beautiful plant. You can flower now if you like. Generally speaking, the longer you veg, the larger your yeild will be when you harvest (assuming you dont fuck anything up in flowering). The plant will double, perhaps even triple in size during flowering. Vertical growth will level off after the 3rd or 4th week of flowering, but the first few weeks it will grow up very rapidly.
A respectable yeild for an indoor HPS plant would be at least an ounce, and if you do things right you could get up to three. If you start flowering now, I think 3oz is about the most you could expect.
Male plants do contain THC, but very small amounts. I use my males for making cannabutter.
You can use just the HPS light, but it is adviseable to keep the tube lights in there as long as the plant is in veg. Plants in veg need a certain amount of cool light (blue light) to grow properly. When you begin flowering, you can remove the tubes if you want to save on electricity, but as I'm sure you know, the more light, the better. I had a plant reach out to a tube light, and actually grow a nug completely around it, which shows that the tubes are helpful in flowering. The nug itself was 4 grams.
Topping will increase your yeild by growing two colas instead of just one. While the two cola's may be smaller than your single cola if you leave it, the two cola's will produce more weight. Plants can also be topped more than once, giving you multiple colas.
