The general narrative is that most of the US population is conservative and supports conservative policy and a conservative agenda, that's why we end up with center right/right wing legislation, even under Democratic control. The 2nd cartograph shows a more nuanced view of the members of the house based on the 2018 midterm election numbers. Democrats won the popular vote by something like 12 million more votes. The traditional graphic that's presented in most mainstream media outlets is a verifiably false representation of the actual electorate. The idea that Americans are largely conservative is completely false. Based on policy issues, Americans, by a wide margin, are progressive.

jobs
Infrastructure repair
criminal justice reform

Practically all Democrats in the House and Senate vote in favor of progressive issues more than 80% of the time. The few who vote for progressive causes less than 80% of the time are leagues better than any Republican in national office today. All were elected by people who chose them over very conservative right wingers.
