It's not a matter of whether it's fully developed or not. The only discernible difference between a T5 bud and a HPS bud is density. Let me put it this way: would you rather have an ounce of fluffy buds or half an ounce of dense buds, provided the high is the same? Did you look at the grow log I posted? That guy got a better gram/watt ratio with T5s than I've ever gotten with a HPS. And he said the quality and resin production was great. And the price for lights that are less than 400 watts is about the same for T5 and HPS. His only complaint was bud density, which is more a matter of preference than anything.
Personally, I kind of like fluffy buds. The dense ones will sometimes burn all over the outside and it can be hard to get the center with the flame. Fluffy buds also seem to work better in a vaporizer.
I am not recommending everyone use T5 lights for flowering, but if you only have a four foot high grow area, the benefits of T5 fluorescent lights will outweigh the drawbacks.

A cabinet grow? That's pretty impressive, although if you had more horizontal space I think a t5 system would work at least as good in that situation. What are your yields like? When I did the calculations I was assuming more in the 250-400 watt range. I would not use a 400 watt light in 4 feet of space, but i think a 250 could work well.

That would be cheaper than a T5 and usable in 4 feet of space. With 150 watts, you probably wouldn't need a cooltube either.

The ballast is on with the light... it would be nice to have the ballast outside of your grow...
I have done this with an Aerogarden and...
2x 70 w HPS
1x 100w MH
1x 35w HPS...
in 22 inches of height... without a cool tube or anything... but I do keep a BIG ASS FAN blowing when the lights are on...
And my new cab is 60" high... 15" go to my DWC... and 10" to the light... another 10" for spacing and I have 25" to work with, and I am installing a 600 HPS as we speak...

But if you are going to stick with growing for years to come, buy the crap that you will be happy with 3 years from now...
That way you will have good gear to begin with and you will not waste your cash buying upgrade after upgrade...

If you are looking at a frame to be covered... I think PVC pipe would work...
...As well as one of those WM wardrobes I got... One could easily modify the shape, still using the tubes and corner pieces... some tube cutting might be involved... and you may need a few extra tubes... depending on how you want it...
And I use 6 Mil B&W Panda film... works good!!!
2x2s (wood) are also an option....
I like my frame because I can take the tent apart and fold the tent up... packs in a small box...

I was very close to a ready made tent of similar size...+rep going to WM to buy one now that's a great Idea, maybe check the Dollar store too for a cheaper version, that beats the heck out of building one myself
Oh shit.. that's right, I had to buy the whole roll of panda film..
I take it back... you can do it cheaper... but it's hard to make it look nice...
I used about a 10'x10' to build mine... but I would deff. get more... I had a whole roll here in case I needed more...
And you know.. one could easily use PVC pipes to make a frame.... or 2x2s... or even modify the WM wardrobe to diff dimensions... buy cutting or adding tubing and using the corner pieces to connect them....

Uh... I thought I gave them already...
But one could use wood... steel aluminum... or any other material we have not yet found out what it causes... (lol just pulling your leg mate... I want to keep my jewels healthy..!!!)
I personally think the WM wardrobe frame is a good choice at $25... I didn't modify mine at all as the size was perfect... but you could easily...
I think that is the best alternative... thin steel tubing with plastic "corners" that allow a perfect fit... without glue nail or bolts...
Just my opinion though.. did you see the tent a page or two back... he used 2x4s and it came out great too... but heavier and bigger...

I use WM to represent Wal Mart...
It is a product made by Rubbermaid...

And this is the product I used for a zipper... very easy to install but the zipper is kinda cheesy and cheap... for $13 each..!!!

I don't know of any other sizes.. but I doubt they do, as anything shorter would not be an effective wardrobe... your coats or dresses would run against the bottom...
But dude... they sell hack saws for 99cents at WM... you don't even need the handle... just wrap a towel or something you don't mind cutting a bit... and hack away...
It's very thin tubbing, anyone between 15 and 80 should be able to cut all 4 poles in less than 5 minutes of minor manual labor...
The hardest part is measuring so it's straight...
or you could just get online and buy one... they make them in all diff. sizes... and no cutting is required...
Just a thought...
