If you are looking for a base then you will probably want to use terpenes because that is what is trendy right now and that will draw in more customers.
The Flavor Apprentice also has a terpene section where they sell synthetic and natural terpenes.

There are other companies out there that offer terpene blends but most of them are not derived from cannabis but instead things like thyme, black pepper, basil, orange peels, and other things like this, some of which like the orange peels are basically considered waste products.
I would suggest trying small batches with different samples from a few companies until you find products you like and that cost what you are willing to pay.
Keep in mind when looking at the prices of the terpenes, that you only need to add between 8-10% terpenes to the processed oil, so while you will eventually be using a lot to thin out pounds, gram wise it's not much.
