I think a kind of reverse banking system model may work well enough.
Have the government purchase insurance for every citizen. Insurance companies 'bid' to cover whatever block of population they want to cover. Then insurance companies pay the hospitals/doctors for the medical treatment. The insurance companies will help keep costs as low as possible, let the doctors push back on them to give their best care. And the citizens pay the government taxes that purchase the insurance. It would also free up businesses and citizens from having to deal with it at all aside from using it.

Funny enough that does describe exactly how we got Trump. People got 'sold' on a particular candidate, and when they lost they were so deep into the propaganda they thought not voting was the right choice. And because of that voter suppression won out and Trump won.
