Medicare offers everything from preventive healthcare exams, x-rays, surgical procedures, pre-natal care, wheel chairs, hospital beds, in other words most of what patients need is what is "covered by this Act". Private insurers are prohibited from providing benefits that are covered by Medicare.

Nothing in this Act shall be construed as prohibiting the sale of health insurance coverage for any additional benefits not covered by this Act, including additional benefits that an employer may provide to employees or their dependents, or to former employees or their dependents.

As you say in your post, insurance companies will be prohibited from offering anything that Medicare offers. Only supplemental insurance will be allowed.

It eliminates duplicate coverage for any company that M4A already covers.
