Good weed sells, and in CA there is no such thing as an excess of good weed. I've regularly seen blue dream available since about 2003. Please don't think I'm picking a fight, but what you speak of doesn't really happen here.

I can vouch for the southern part of central California. The shit was everywhere and you couldn't get away from it. Big yielding plant but the bud gets old when that's all there was from dealersuntil someone can provide some state wide market analysis, I'll chalk this up to "in my circle of friends, it was really common for a while, and people started to want something else", at best.
