If the government wrongly arrests and jails someone, they pay when/if that person finally gets released. The hardest part for people to think about is the government sanctioned suppression of wealth black people have had to deal with.
Post WW2 suburban expansion kept black people out of being able to buy into the suburbs with red lining. They have had lower education prospects due to generational suppression of their ability to obtain the same education white people could get. Addressing the causes of these issues is not a quick fix, since it takes time to build these things up. The choice of not dealing with multiple things at once is not reality.
And no it is not reasonable to 'not spend money towards protecting illegal immigration' Immigrants pay more than enough taxes to pay for the (smaller portion than white people use) people in their communities that need to use the in place support structure that we have as a country.
