Do hardware stores carry bulkheads or do I have to order them online? I'd like to be able to buy them local incase I need more or mess up

Take a bit of weed and an accurate drawing down to your local sheetmetal fab joint on a Saturday and talk to the guy doing the most mundane-looking job there. ...or anyone, really. It's a sheety shop, after all.

You're confused... Bulkheads have nothing to do with sheet metal shops.

They did back when I was a sheety, we made them all the time. Perhaps two industries using the same word to mean different things. I can totally see why a weed grower might require a sheetmetal bulkhead that I used to make. Installed quite a few with sketchy excuses for the need for one. I knew what they really needed it for. I'm not confused. All three of us seem to believe that a bulkhead has one meaning.
OP, for not being specific, Me, for offering input on a second meaning of the word, and You, for incorrectly telling me that I'm confused. I've learned something, at least.

LOL TF are you talking about? He is building a dwc, not a boat or airplane. Did you forget you were in the hydroponics section of a pot growing website?
Home Depot. They are like 20 bucks there though, but they are the good heavy duty ones with the thick double rubber gaskets. Everbuilt is the brand IIRC. I would just order the "Banjo" brand ones off a website. Those are the best.

The metal bulkheads that I made were to conceal ducting going from one room to another in a house that has no ceiling space. I installed many of those and I don't see why the average person wouldn't think to look at the hardware store first, when wanting one. I'm glad that you have learned yet another meaning of the word, and the OP has an answer.

If you need more than 1 or 2 you're a fool to go anywhere but on line for bulkheads. Amazon works but I'd suggest AlliedAqua.
