Have you given it any nutrients? If so, I'd so yes, it look alike nute burn to me.

Doesn't really look like either. Looks more like over water, if that rockwool stays very saturated. You should put up the details of what you're doing with the water, nutrients being used, how much and how often. Need info if you want a better answer.

Tap water PPM: 50-60
General hydroponics 3 series set
2ml & 4ml micro & bloom
Rockwool is wet, I flushed it with plain ph’ed water. Since the Run off PH was high 6.7. Then gave it half nutes and been growing in the center. Roots are good. Because the burn.. and slow
Growth, lime green color on some parts so not really sure what’s going on

You might consider using the grow in the series too. Or maybe swap the ratio to 4 ml micro and 2 bloom for now. It's the micro that has the nitrogen, right? Try pH around 6.3, 6.2.
