Is a t5 light enough for the whole veg cycle?

Yes a t5 can be used for all of veg, you will want to train them to spread out and be bushy as t5s don’t have great penetrating power, so growing Xmas tree style plants won’t do well under a t5.

But top them and train them and a t5 will veg a plant as good as any other light IMO.

Yes but this has been answered in at least one of your other posts.
Seams likes I need to get a 1000 water mh/hps and I can put the 600 hps\mh in the other tent.

I assumed you meant a 4' x 2' tent. What the hell is 4”11 by 2”7? And why do you keep creating posts and then ignoring any advice anyone gives you. The majority of people answering one of your half dozen posts asking basically the same thing have said to use the T5 in one tent and the 600 watt in the other. Do whatever you want. I don't have a clue what you want to do or what size your tent actually is.
Good luck
