I use two of THESE in my 4x4 and have had great results with them. My first grow was in a 32" x 32" with one of them and I yielded 6oz which is pretty decent for a first grow. They aren't as good as QBs but they are good for a budget grow.Ignore the "2000w grow light title" , look at the actual power draw/consumption.
You wont be able to afford a good LED to light your space for $100 though.
I would look at 315cmh rather than cheap LEDs.

The price fluctuates almost daily on that light. It's currently selling for $99 USD but I've seen it sell for as low as $89 and as high as $129. They sell an "1800W" version that would probably fit a 3x3 better, but I have no idea how many watts it actually consumes, because the specs still say 300W, which I find hard to believe, because I metered my "1500W" and it pulls almost exactly 300W.Unfortunately I don't see a price to get any idea of value for money.
No doubt they grow, but at 300w it would be a bit under power for 3x3ft.
Amazon get a cheap cob led grow light just make sure it’s white cobs most will grow a plant from veg to flower fairly decent.I got 100 dollars
