Excess potassium. Bet the pH is low too. So functional CEC lock up with too much potassium and pH dependent nutrient lock out.
No being too dry wont cause that. Look at the jorge Cervantes cannabis nutrient deficiency chart. Potassium excess, phosphorus deficiency and magnesium deficiency. Then look at the pH nutrient availability chart and 2+2=raise your pH and give cal-mag.Very little growing experience, would they turn yellow if there to dry?
Flowering, spots were on em when I got em but no yellowYou see those brown spots on the leaves, that’s either a deficiency or toxicity. I’m leaning toward both since you have the spots and yellowing. And no that isn’t from lack of water. Are you vegging right now?

Shallow Well water low ppmRunoff really ain’t that important. What is important is the ph you put in. I grew a few plants primarily peat as well and didn’t have that yellowing. But you said the spots were on them when you got them, so you inherited a sick plant to begin with. You were already peddling up a icy hill. Nothing you can do about the spots now but prevent it from getting worse. What is your water source, tap/RO or distilled?
