Get some better soil, lighting and air movement. Those are so stretched out its not even funny.

Need more light. When you are in the seedling stage you don't need a lot of light, but where that are now you need light. If you live in a area that is warm out during the day take them outside and pray you don't end up with a insect infestation. But you definitely need light.

You need much more light. Those bulbs are not 60 watts. They're likely 60 watt equvalent.
