I/E..Potential Hydrogen vs. Available Oxygen..Dont test runoff its not accurate and ph 3.5 soil just sounds weird, not sure any brands go that low even for acid loving plants. I think your over thinking it, at that ph the seeds will die or germinate then die quickly, if they dont die straight away your method of checking soil ph is bad wrong and making you overthink too much.

Right but it gives you a pattern, PPM is important too. 0/low ppm water=ph dont matterSome ionic (probably organic too) elements are easily flushed and some are not in soil, all your doing is reading whats released and not the proper value of the soil.

You dont need to ph in soil with healthy soil.
How are the seedlings doing?
I use a probe and during veg im mostly on 7.0.
This is the only probe i know that works, you have to keep it polished, make sure the soil is wet, compress the soil with a shot glass or something where you gonna probe, and spin the probe fast while you insert it.

Outdoors it helps me know if i gave it too much organic ferts granules (they all acidic AF)/organic liquid from alaska/kellog and if the soil is too hot (literally, seen warm temps lower ph).
For areated ammended soil indoors 6.5 where you give 1ec liquid feed? or else there's no point for soil because my tap here is 500ppm mostly cal mag PH is 7.5ish and plants still grew green n healthy except for the bugs.forget about the water run off. just concentrate on what's in your watering can. if the ph in your watering can is around 6.5 for soil and 5.8 for coco then you are fine
