Yes I do, an the others r fine, I was thinking root rot as well but I donno

You are watering them to much. That is what is wrong.

No worries man. I would let the cups dry out quite a bit before watering again though.

And T5's can get really close. I kept mine around 2" when I've used them. Start them a little higher though of course. How high do you have yours now?

Did you wet the leaves, light and wet leaves create burn exactly like that under any type of artificial lighting.

Especially Seedlings as the leaves are still so soft, water should never sit on leaves indoors, for seedlings water from the bottom up using a tray and capillary action and dump the excess water from the holding tray after 20 minutes.
