Do stomata open more when hydrated or dehydrated

Does the hydration level of the plant effect absorption rates of nutrients in a foliar spray. Do stomata open more when hydrated or dehydrated? Trying to optimize nutrient uptake in my foliar sprays and wondering if it would have benefits to time the sprays to be on days that my plants are a little thirsty.

If there is light i thought stomata have to open not really hydration.
They do, but very rarely when the plant is dehydrated. The stomata will open when the CO2 levels in the plant get down to 0.03%. The opening of the stomata uptakes that element, then immediately close again to continue preserving its already depleted hydration.

At low hydration stoma control is lost and potassium pumps wont work so stoma cant open even briefly is what i have been led to believe but then thats drought and another condition not normal growth or a point foliar spraying works.

What if plant is hydrated? Stomata are open before sunup then close under intense light to preserve moisture? Am asking because l want folliar to be most effective too! I see big jumps after folliar feeding, but want to utilize this!
