Wow! 30-40 weeks good on ya keeping her alive! She should stay in her veg state as long as she is getting more than 12hrs light and less than 12 hr dark. A 12&12 lighting schedule will induce her flowering stage. As long as she gets 14+hours of light she should stay in veg. Some slow blooming sativas can flower in a 14&10 but most indicas will not. Autoflowers excluded they're supposed to flower even in 24 hrs light. I don't know, I haven't grown one.

If she is used to being outside and your weather is not horrible(I live beside a desert), then I would maybe find her some shade for a few hours a day. Watch and baby her. Genetically speaking, she is a weed. She is rather resilient by nature and may just need more time... ok, I have a question. How is she so small for being 30 weeks old? I've got one I'm about to harvest and I popped her in feburary.
