Start of light burn?

Not had much symptoms on the leaves but bud growth seems to be slowed and few light spots appearing on buds. Using 600w quantum board about 10 inches away from tops. The last picture is of a plant which is a bit further away from light and seems to be more developed. Both same strain.

I moved the light up but confused as a plant of the same strain is doing better at similar height

Nope fem seeds, how would they be re vegging? Been sticking to a solid 12/12 cycle

not sure how, but see how the tops look funky and there are some single looking salad type leaves? could be from heat
