A brand new plants stem broke and is hanging there. Should i rip it off?

If you want, you could use some tape or zip ties. Once the plant heals itself you'll need to remove it or yeah you can just clip the rest off. Your call bud

I use Band-Aids work a treat sometimes it heals sometimes it doesn't you'll no in a couple of days

Yah. At first I thought removing it after healing it sounded weird. Then i figured it was a humane Way to euthanize a plant, make it healthy again.

Your stems and stalks get thicker overtime so you wouldn't want them to start constricting them. If you was to be in mid/late flower than you could probably leave it.
