If a plant takes 75 days from seed to harvest, does that mean it should stop flowering by week 9

Generally speaking autos rarely finish in the time the breeders recommend. There's dozens of factors that decide how long your auto will veg for and then some more to determine how long it blooms for.
I average about 3 weeks longer than stated.
90% of the time I go 6-7weeks before even seeing pistils and 110-120 days from seed
