Advice??? What should I do?

My babies are looking bad. I have been spraying them with neem oil because since i’m outside obviously will have bug problems. I guess the neem oil is burning them??? I have pictures of the new life growing, they look okay but i’m worried they’ll be the same ),:
I usually spray it at night and in my spray bottle mix. At first I accidentally sprayed them during the day, which ik could harm them but I stopped after 2 days. been using it for a week and a half, but It rained all day yesterday and the day before and i haven’t used it since.

You really can't control outdoor pest
and neem oil leaves a nasty flavor
I rely on natural predication and planting extra
 
What region do you live in? Introducing some predatory insects may be beneficial to your cause. Are you anticipating pests taking preventive measures or do you already have them?
I live in ohio & using black gold soil. I already have them, but I noticed a little late in the beginning because this is my first time growing

That's a problem. Maybe not "the" problem but a problem. Neem oil extract is cheap and doesn't contain the main ingredient that makes neem oil effective against bugs called Azadirachtin. Basically, the extract is completely useless for that intended purpose. Marketing bullshit.

I would bet thats a contributing factor to the damage on your leaves.
 
You only need to use neem once a week at 1 tsp/gal to control and get rid of outdoor pests; if you're spraying every day or every evening, you're spraying too much. Get in there an manually squash (with your hands--probably wearing gloves) whatever problem critters you have. You're right to spray in evening (or early morning before sunrise), but you have to be careful--neem can impart bitter and unpleasant flavours and smells, especially if you get it on the flowers anywhere near harvest. Most recommend no sprays after week 6 of flower, and certainly don't get it on the flowers when they're present.

Can you identify the pest? that can help your selection of predatory beneficials as well!
