Plants not growing... (pics)

MY plant's are over a month old and they're just not growing. I can't figure out why. My setup is fine I used it for a first batch already where they got to flwer (turned out to be all male) and I started this second batch and here I am. First I thought it was the soil ( I started them in the old soil from the older plants) so I just transfered them to new soil two days ago and seems like it's not helping a lot... any thought??

(they're by the window just for the picture and some sun but they stay under the LED 600W)

Initial transplant shock it’s only been 2 days, either that or over watered because they look fat and droopy, keep the wet dry cycle and they will reward you

but they're over a month old, they should be a lot bigger by now, they veen growing in red cups.. I only transplanted to see if the new soil would help but their roots aren't that big. it looked droopy after transplant I think because the soil was too wet as the bag was sitting outside in the rain at the store

They look bone dry and the light seems too high.

but the soil is very moist and the points are droopy which i thought is a sign of over watering
