I am not using the windowsill anymore, and I have a dark space that I can put my plants where they won't be disturbed.I'm just gonna chime in here because no-one has mentioned it, but if your window sill gets a lot of direct sunshine then it will be enough light to grow a pretty healthy plant...if you live somewhere sunny.
The chernobyl I'm currently growing was vegged on a window sill over summer, although I did end up moving it to the other side of the flat most nights for the evening sun. I knew I was going to flower her in a tent under HPS though.
Despite that there are still major flaws in your plan.
Making sure a plant on a window sill is getting 12 hours of darkness is not possible in most situations. This means you will find it very difficult to flower. (unless you can remember to never switch the light on in the room she's in?)
I always use lights for the flowering stage (never less than a few hundred watts) and have her either in a tent or tucked away in a cupboard where no light will disturb her.
