How bad is it to turn osc. fan off when its cold ?

Probably not going to be optimum growth environment, but definately not the worst either. Should be ok. Would hate to see you get powdery mildew or something though. Would be interesting to see how the plants develop. Just keep an eye on them.

what u think about 15on 15off , i dont want problems with mold, i also use it poiting a bit upward so no direct wind on them , but i can see the leafs top 50% shacking

As long as you can see the leaves moving, vibrating at least a little bit, that's what you want. I would strive to be able to manage to keep the fan on all the time.

I only run an extraction fan and passive intake. The flow of air from the vents in the bottom of the tent to the top and out provides plenty of airflow. I don't have any fans in the tent.
I don't think anyone here will be able to tell you that a spore will or will not take hold in x number of minutes.
From what I can tell it's an odds game, spores are always there, ready to infect if the environment is right. You don't want any spores settling if you can. If one settles in the right spot at the right time, problems.
So while some fan is better than no fan. All fan is better then some fan, etc.
I felt the need to post as this is therepeutic for me.
I'm mentally preparing to tear down my last 2 rotting plants tomorrow. I had a fan going all the time, but didn't keep other factors in check.

Sucks bro! Last few chops of mine I've dealt with PM for the first time ever, as well as thrips for the first time ever. I can attest to being careless in some aspects of growing!
See, then @xtsho runs no fan but likely has all other factors in line, so really what do I know!
AgainI think it's an odds game. Clean environment, good air flow and humidity, likely no problems due to inhospitable environment and cleanliness.
Im just hurting from the recent gut punch and want to help prevent it for others.

Toss a small heater in there with a thermostat. Set it and forget it.

Same here. Always pulling on high. In late flower and I don't need that humidity. I also use an oscillating tower fan but I blow it into the corner of the tent on medium and it bounces that air all over the place. Over & under canopy. I have a 6" fan on the opposite side of the tent on the floor pushing air back the other way.

I would keep the fan running all the time. If you keep turning it on and off every 15 minutes it can reduce the life of the fan too.

I put an oil filled heater in my 4 x 4 tent that's in an unheated garage when it gets too cold. I run the lights at night so in the winter the HPS keeps the temps up during the night and when the light goes off in the morning the heater kicks on.
