Are these over watered or underwatered

Just ready to pot these into larger pots, I am very much a newbie. To me these are underwaterd? Please correct me if I'm wrong?

Up pot to dry pot,lift it
Water the pot,lift it

Then u know when to water. Don't water cuz u think it needs it, water WHEN it needs it
