240 x 3w chips, and to maximize efficiency and lifespan they're usually run at 1/2 the rated watts. so 1 to 1.5 watts per chip. Sounds about right. I think the main problem would be the spectrum, rather than the wattage.

A lot of lesser known led companies over inflate numbers on their products.
From the wall is a term used for the ACTUAL wattage draw vrs claims by manufacturer.

It should, especially for just your 4 plants. It looks like enough so far based on your node spacing. Depends how big you want the plants to get before you switch to 12/12. I don't see what kind of height you have in your grow space, just remember that plants can double in height during flowering, so you need to take that into account. How much it stretches depends on the strain.
I would recommend starting a thread specifically about how fast/slow your plants are growing, giving as much info as you can, you'll probably get better answers.
For what it's worth, I've grown plants at lower humidity than you have right now during the winter, and they did just fine.
