You're only 4 weeks into a process that takes a minimum of 8 weeks, and depending on genetics and grow environment may take 12+. At least more light for sure.I would say you need a better light.
I mean, the plant looks kind of small and the buds look a bit wispy, but we don't know the genetics he is working with. To be fair, despite being kind of small, in my opinion it is in a fairly normal state of flower development for being 4 weeks in.At least more light for sure.
99.9% of blurples are FAR from whatever wattage is advertised. Half the "1000w" leds on Amazon pull >200w.450w is plenty of led light. Just give it time. The calyxes will swell up.

How far from the tops do you keep your light height at was thinking of going lower ? I'm at 17 inches450w is plenty of led light. Just give it time. The calyxes will swell up.

On average though I keep them about 16-20 inches.
