Why is my one plant bushing up like this and the leaves kinda welting up

You need to provide information about your grow.
Nutes, medium, feeding schedule, pH, environment, etc, etc.

Ok so this is my first grow ever I’m using fox farm just fed with 4 to of cal mag 4 tp of bloom and 2tp of the grow it’s ph between 6.3 and 6.8 I use a 4000 watt light keep between 72 to 77 and humidity it at 40 and the strain is jock horror

Also I’m growing in coco coir

And it is a month and a week in

You're treating your coco like soil.........coco is hydroponics.
Coco basics:
Feed every day to substantial run using a pH around 6.0..........your pH is way too high for coco.
Never let it get dry and never use plain water.
It's very small for 5 weeks old.
These plants are 28 days from sprout and were fed daily from sprout for a comparison.

Absolutely, if you're in coco.
I start feeding light nutes about day 3 from sprout........and continue daily feeding throughout veg.........twice a day in flower.
I highly suggest you do some research on how to properly grow in coco.
