When to start fertilizing?

When should you start fertilizing? I have three plants under four CFLs (not sure what wattage) and they are on day 12 and about 4 inches high. I want to know when to start fertilizing them. (when i transplant them I'm transplanting them into miracle grow all purpose planting soil with nutes)

If your soil has nutes then you don't add any till the it's used up. (It will say on the bag)
