Do I water entire pot once I have placed soil in it ?

Once I have placed soil in pot, is it good practice to water the soil thoroughly prior to transplanting or seeding?

thoroghly wet pot is to wet for a seed or seedling. I use a shot glass full of water in the hole for a seed or seedling. use a lil more or less depending on how moist the soil is cuurently.

i use a large washing up bowl and put a few oinches of water in it and let the soil soak up the water from below. once its wet, i drain the excess water out of them and dig a hole and pop a seed into them.
i find it easy to dip my hand in water and drip the water coming off my fingers over the area the seed is planted in , this keeps the seed area moist but not soaking wet.
with a transplant, i use the soil as it is, transplant into a pot, get some soil tucked down aroyund the newly transplanted plant and then give it a water from on top, but not to run off, just enough to make sure the plant wont go dry

I pre-moisten container to a slight run off, let it acclimate for 24hrs. in grow environment, then place seedling or plant,
This works for me.
Side note: You can't overwater a well draining medium. The problems come in when you water too OFTEN,
keeping medium saturated and displacing oxygen. Roots, just like us, have to breathe. If you stick your head
under water for ten minutes, the water doesn't kill you, the lack of oxygen does.
