I know the temperature and humidity needed in dry room and that you need air circulation but do you need to exchange the air in there like when growing so do I need to use my inline fan or just the oscillating fan

If you have a way to keep the humidity to an acceptable level without exchanging air then you do not need to exchange air. Be careful to not let RH creep up too high, because that increases the probability of mold.

You most def need to exchange the air. It doesn't need to be alot. As long as new air is coming in and old air is goin out. I use a small 12v DC fan it prob moves 15cfm. I dry in a 2x2 or 4x2 and put the fan in the top vent opening and leave one open on the bottom.

No you don't need to exchange air if you can't. Just make sure it's not being directly hit with air or it will dry very quickly and lose it's smell.
