Led to cover that size is going to cost more then $200.

i personally use Fluence spydr 2i, they are definitely on the higher price range but the light itself will fit the entire tent, its only 630w and... 
this is an older picture (last crop) but i believe this is week 2 of flower or end of week one. the lights are close to the plants and do not burn but are very intense on 100%.
edit: in my experience with cheaper led lights, they do not work well, very weak for pentation of canopy, and just not intense enough for my liking.

Mars Hydro FC E 4800. In my opinion, looks to be about the best balance between "good" and "cheap", and $ per watt.
a 315 watt CMH would be right around 200 bux and it's really more of a 3x3 light, but will still work in a 4x4

480W of Samsung LM301B/H diodes or EB Gen3. Older gen strips can be found for a fraction of the cost but require a bit of increase to make up for efficiency loss so figure 600W if you use older diodes.
if you are up for a DIY experience and have basic electrical skills, a decent set of tools and scrap pile you could do it for close to your price. But like anything it comes down to what do you have more of, time or $.
My suggestion for balance of cheap + easy DIY but best tech:
get 2 of these 4packs in 3000k.

you will also need some assorted wires and angle aluminum or metal or wood to build a frame. figure another $50.
that setup will be a nice dimmable lightweight 480W killer fixture for @ $350
that will easily get u 1GPW. Dial it in for bigger yields.
