My personal theory is the DOJ is waiting on the house committee report and charging recommendations before going after the political actors. Also a grand jury has to go over everything and they will indict Trump and other political people and that will happen closer to the election. Also NY has Donald in it's sights and he might be in NY state prison before he acts. It's the only explanation, unless Garland is planning on giving Trump a walk for his many federal crimes.

Trump's Unabated Crime Wave Continues: Threatens Officer Who Protected the US Capitol on Jan. 6
Former FBI Deputy Director Andrew McCael told CNN that Donald Trump's statements about the office who shot Ashli Babbit while protecting the US Capitol were the kind of "threats" he has sen from "mod basses and drug king pins." Trump continues to pose a threat to public safety as investigations into his conduct continues.
When federal prosecutors conduct grand jury investigations they must assess two things:
1. When do they have enough evidence to make out probable cause, the standard to arrest the target of the investigation, and
2. if they reach the probable cause standard but decline to arrest the target of the investigation in favor of continuing to investigate in the grand jury, what kind of public safety threat does the target of the investigation pose.
