They're stipules.
And there is no indication of preflowers.
And you have bugs.
It can be a lot of things ph, Too much nutrients ,not enough nitrogen a tun of stuff .... I would just water it and check ph in the soil After watering it . Just use water and see what it does.Then when it starts flowering I would start start adding nutrients again. Firstly those aren’t preflowers as @MickFoster has already said they are stipules.Could it be nutes or stress? The soil is mostly an entire rotten decomposed coconut tree also accidentally snapped lower stem while lsting but I taped her up just in time. Lower proportion have some turning yellow and preflower growth has slowed. But I can hosnetly say I’ve never once paid attention to those stipules for anything related to my plants health.
however you do have some bugs which could have caused the issue.
your plants look a decent shade of green and heathy besides the leaf miner issue.
I would honestly say stop worrying so much and just let it grow.
Look to your leaves first for the signs of issues.
