I have a 4x4 area that will be used for veg only. My friend has a 190 watt nextlight veg 8 led that he will sell me for a discounted price. will this work for the space or do i need more light?

Yea the Watts per foot is a rough guide. But in my experience, your node spacing will be bigger as they stretch for the light and your branches will be thinner/weaker for the same reason. Large internode spacing and thin stems don't make for a bumper crop, even if ya flower under a much stronger light, the structure of the plant is built in veg. What brand led probably isn't actually 1000 watts if it's a blurple style. If it is that's too much for a 4x4. I use a ROI-e720 in a 4x4 and that's more than I need. About 600watts is all you need in a 4x4 from a quality led not blurple. Blurples you need around 50 to 60 watts. Sqft quality led you can get away with 30watts a sqft I prefer 40 to 45 watts a sqft. You'll only need about 350 watts to veg in a 4x4. Multiply your grow space and divide that by lights actual wattage. 4x4=16 720÷16=45watts a sqft. I say actual wattage because the blurples list their equivalent wattage. Like 1000 watt equivalent but they'll only draw 165 watts from the wall ( example )I have a 1000 watt de for flower. Thanks for the reply. This light would be for veg only and it is full spectrum not blurple and it draws 190watts from the wall. For flowering i will be using a 1000 watt HPSIf your stretching like that lower your light, I only veg under 192 watts in a 3x3 for 21 watts a sqft under a t5 with eye hortilux power veg bulbs.

In my opinion you will need two of those lights for that space.
$140. Do you have any reccomendations on a led or cfl light in that price range that will?

1000 watt hps will be too much mine can't take the 720 until the last few weeks of flower. If you do run the 1000 you'll need co2 and an air conditioner, my house ac barely keeps 720 at the plants canopy at a decent level.I have a 1000 watt de HPS high pressure sodium light that im using for flower.
