Yeah I'm not sure what features they have. If they have any wireless means of updating software/firmware, then you could do something, but it'd be on an individual machine level. If they're connected to a local network and that network has the possibility of being connected to the internet, or has any wireless functionality, then you could do something at a voting site level. Perhaps why they wanted the routers so bad.
